Percentage-based Direct Deposit Switching

Added the following fields to the Employer and Platform resources:
percentage_supported- indicates whether a platform supports a percentage switch type.min_percentage- the minimum value that a user can input for a percentage switch.max_percentage- the maximum value that a user can input for a percentage switch.
